Wireless communication measurement reporting
Aspects relate to signal measurements. A first apparatus (e.g., a distributed unit) may measure a signal associated with a user equipment that does not have a connection with the first apparatus. The first apparatus may output measurement information based on the signal measurement to a second apparatus (e.g., a central unit). In response, the second apparatus may output a message based on the measurement information. In some examples, the second apparatus may determine whether to activate or deactivate a cell associated with the first apparatus based on the measurement information, and send a corresponding message to the first apparatus. In some examples, the second apparatus may forward some or all of the measurement information to a third apparatus (e.g., another distributed unit or a base station) for use in interference mitigation operations and/or power coordination operations.
1 . A first apparatus for communication, comprising:
at least one transceiver; and
a processing system comprising one or more memories including instructions and one or more processors configured to execute the instructions, wherein the processing system is configured to cause the first apparatus to:
receive, via the at least one transceiver and from a second apparatus, a message indicating that a first cell associated with the first apparatus is to be deactivated;
configure the first cell to abstain from signal transmissions after the message is received;
measure, via the first cell during a period of time that the first apparatus has configured the first cell to abstain from signal transmissions, a first signal to provide first measurement information, the first signal being associated with a first user equipment that does not have a communication connection with the first apparatus;
transmit, via the at least one transceiver and to the second apparatus, the first measurement information;
receive, via the at least one transceiver and from the second apparatus after the first measurement information is transmitted, an indication to reactivate the deactivated first cell to serve the first user equipment; and
after the indication is received, reactivate the deactivated first cell.
2 . The first apparatus of claim 1 , wherein the processing system is further configured to cause the first apparatus to:
receive, via the at least one transceiver and from the second apparatus, second measurement information based on a measurement by a third apparatus of one or more second signals associated with a second user equipment that does not have a communication connection with the third apparatus; and
perform at least one of: an interference management operation for the first cell associated with the first apparatus based on the second measurement information, or a power coordination operation for the first cell associated with the first apparatus based on the second measurement information.

The first apparatus of claim 1 , wherein the first signal comprises: a first idle mode signal received from the first user equipment, a second idle mode signal transmitted to the first user equipment, a first connected mode signal received from the first user equipment, or a second connected mode signal transmitted to the first user equipment.
4 . The first apparatus of claim 3 , wherein the measurement of the first signal comprises a received signal strength indication (RSSI) measurement or a received signal reference power (RPRP) measurement.
5 . The first apparatus of claim 1 , wherein the processing system is further configured to cause the first apparatus to:
receive, via the at least one transceiver and from the second apparatus, configuration information associated with one or more signal measurements to be conducted by the first apparatus, the one or more signal measurements being associated with at least one of: cell activation, cell deactivation, cell interference management, or cell power coordination.
6 . The first apparatus of claim 5 , wherein:
the configuration information identifies at least one resource;
the at least one resource comprises at least one of: a time resource, a frequency resource, or a spatial resource; and
the measurement of the first signal is conducted via the at least one resource.
7 . The first apparatus of claim 5 , wherein:
the configuration information identifies a time division duplex configuration defined for a second cell associated with a third apparatus; and
the measurement of the first signal is conducted during at least one period of time indicated by the time division duplex configuration.
8 . The first apparatus of claim 7 , wherein the time division duplex configuration identifies at least one resource associated with the third apparatus.
9 . The first apparatus of claim 7 , wherein the measurement of the first signal comprises:
a measurement during at least one slot identified by the time division duplex configuration.
10 . The first apparatus of claim 5 , wherein the measurement of the first signal comprises:
a measurement via at least one frequency carrier frequency indicated by the configuration information.
11 . The first apparatus of claim 10 , wherein the measurement of the first signal comprises:
a measurement via at least one frequency bandwidth or coverage associated with the at least one frequency carrier frequency as indicated by the configuration information.
12 . The first apparatus of claim 5 , wherein the measurement of the first signal comprises:
a measurement of at least one random access channel indicated by the configuration information.
13 . The first apparatus of claim 12 , wherein the measurement of the at least one random access channel comprises:
a measurement based on at least one random access channel configuration indicated by the configuration information.
14 . The first apparatus of claim 1 , wherein the first measurement information identifies a measurement configuration used by the first apparatus to measure the first signal.
15 . The first apparatus of claim 1 , wherein the processing system is further configured to cause the first apparatus to:
receive, via the at least one transceiver and from the second apparatus, configuration information for reporting the first measurement information; and
transmit, via the at least one transceiver and to the second apparatus, a measurement report based on the configuration information, the measurement report including the first measurement information.
16 . The first apparatus of claim 15 , wherein the configuration information specifies timing to be used by the first apparatus to report the first measurement information.
17 . The first apparatus of claim 1 ,
wherein the first apparatus is configured as a network entity.
18 . A method for communication by a first network entity, the method comprising:
receiving, from a second apparatus, a message indicating that a first cell associated with the first network entity is to be deactivated;
configuring the first cell to abstain from signal transmissions after the message is received;
measuring, via the first cell during a period of time that the first apparatus has configured the first cell to abstain from signal transmissions, a first signal to provide first measurement information, the first signal being associated with a first user equipment that does not have a communication connection with a first apparatus;
transmitting the first measurement information to the second apparatus;
receiving, from the second apparatus after transmitting the first measurement information, an indication to reactivate the deactivated first cell to serve the first user equipment; and
after the indication is received, reactivating the deactivated first cell.
19 . A first apparatus for communication, comprising:
at least one transceiver; and
a processing system comprising one or more memories including instructions and one or more processors configured to execute the instructions, wherein the processing system is configured to cause the first apparatus to:
transmit, via the at least one transceiver and to a second apparatus, a first message indicating that a first cell associated with the second apparatus is to be deactivated;
receive, via the at least one transceiver and from the second apparatus after the first message is transmitted, first measurement information associated with the deactivated first cell and a measurement of first signals associated with a first user equipment that does not have a communication connection with the second apparatus;
elect to activate the deactivated first cell based on the first measurement information associated with the deactivated first cell and associated with the first user equipment that does not have the communication connection with the second apparatus; and
transmit, via the at least one transceiver and to the second apparatus, a second message comprising an indication to activate the deactivated first cell to serve the first user equipment.
20 . The first apparatus of claim 19 , wherein:
the second message comprises second measurement information to be used by a third apparatus for an interference management operation, the second measurement information being based on the first measurement information; and
the second message is transmitted to the third apparatus or a base station.
21 . The first apparatus of claim 19 , wherein:
the second message comprises second measurement information to be used by a third apparatus for a power coordination operation, the second measurement information being based on the first measurement information; and
the second message is transmitted to the third apparatus or a base station.
22 . The first apparatus of claim 19 , wherein the processing system is further configured to cause the first apparatus to:
transmit, via the at least one transceiver and to the second apparatus, configuration information associated with one or more signal measurements to be conducted by the second apparatus, the one or more signal measurements being associated with at least one of: cell activation, cell deactivation, cell interference management, or cell power coordination.
23 . The first apparatus of claim 22 , wherein the configuration information identifies at least one time division duplex configuration defined for the first cell associated with the second apparatus.
24 . The first apparatus of claim 22 , wherein the configuration information identifies at least one of a carrier frequency to be measured by the second apparatus, a bandwidth to be measured by the second apparatus, a coverage to be used by the second apparatus for the one or more signal measurements, random access channel resources to be measured by the second apparatus, or a random access channel configuration to be used by the second apparatus for the one or more signal measurements.
25 . The first apparatus of claim 19 ,
wherein the first apparatus is configured as a network entity.
