Abstract

A method can include receiving, by a wireless device via a serving cell, first configuration parameters of a layer 1/2 triggered mobility (LTM) procedure and second configuration parameters of a power headroom reporting (PHR) procedure. The method can also include generating a layer 1 (L1) measurement report MAC CE in response to triggering an event-triggered L1 measurement reporting for the LTM procedure. The method can further include a PHR MAC CE in response to triggering the PHR. The method can additionally include determining that the L1 measurement report MAC CE is prioritized over the PHR MAC CE. The method can also include transmitting the L1 measurement report MAC CE based on the determination.
