If there is a measurement result greater than or equal to the threshold 0 in the one or more measurement results, the CEL of the terminal device is a CEL 0. If the one or more measurement results are less than a threshold i, and there is a measurement result greater than or equal to a threshold (i+1), the CEL of the terminal device is a CEL (i+1), and a value of i is an integer from 0 to (N−2).
