receiving an opt-in request into a syndication program, the opt-in request being submitted from an entity associated with a page;

tagging the page with a syndication indication tag to commence a syndication process;

receiving a first request from a publisher for a behavioral datum of a user who has a mobile communication facility subscribed to a wireless operator;

determining the behavioral datum by the wireless operator based on interaction information of the user and at least another user who shares an attribute with the user for interacting with content provided by an application on respective mobile communication facilities of the user and the at least another user;

determining an availability condition comprising one or more limitations on access to the behavioral datum, wherein the availability condition is indicative of access availability for at least one of a first portion of the behavioral datum or a first variable in association with the behavioral datum, wherein the availability condition is not indicative of access availability for at least one of a second portion of the behavioral datum or a second variable in association with the behavioral datum;

responsive to receiving a second request to purchase an access grant, determining an updated availability condition, wherein the updated availability condition is indicative of access availability for at least one of the second portion of the behavioral datum or the second variable in association with the behavioral datum;

identifying a minimum bid for the behavioral datum, and a financial consideration for the behavioral datum from the first request;

in response to the financial consideration being greater than the minimum bid, receiving a portion of content determined based on the behavioral datum and at least one of the availability condition or the updated availability condition;

in response to the page having the syndication indication tag, identifying a position indicator in the syndication indication tag to display the portion of content within the page; and

causing the portion of content to be displayed at a position of the page based on the position indicator on the mobile communication facility.

2. The system of claim 1 , wherein the availability condition is indicative of access availability for the first portion of the behavioral datum, wherein the availability condition is not indicative of access availability for the second portion of the behavioral datum.

3. The system of claim 2 ,

4. The system of claim 1 , wherein the availability condition is indicative of access availability for the first variable in association with the behavioral datum, wherein the availability condition is not indicative of access availability for the second variable in association with the behavioral datum.

5. The system of claim 4 ,

wherein the updated availability condition is indicative of access availability for the second variable in association with the behavioral datum.

6. The system of claim 1 , wherein determining the behavioral datum further comprises determining the behavioral datum based on content being provided to the user by the application.

7. The system of claim 6 , wherein determining the behavioral datum further comprises determining the behavioral datum based on a contextual datum that is associated with the content being provided to the user by the application.

8. A system comprising one or more computers having computer readable mediums having stored thereon instructions which, when executed by one or more processors of the one or more computers, causes the system to perform operations comprising:

receiving an opt-in request into a syndication program, the opt-in request being submitted from an entity associated with a page;

tagging the page with a syndication indication tag to commence a syndication process;

receiving a first request from an ad server related to a behavioral datum of a user of a mobile communication facility;

determining the behavioral datum based on first interaction data related to the user interacting with first content provided by an application resident on the mobile communication facility and second interaction data related to another user interacting with second content provided by the application on another mobile communication facility;

determining an availability condition comprising one or more limitations on access to the behavioral datum, wherein the availability condition is indicative of access availability for at least one of a first portion of the behavioral datum or a first variable in association with the behavioral datum, wherein the availability condition is not indicative of access availability for at least one of a second portion of the behavioral datum or a second variable in association with the behavioral datum;

responsive to receiving a second request to purchase an access grant, determining an updated availability condition, wherein the updated availability condition is indicative of access availability for at least one of the second portion of the behavioral datum or the second variable in association with the behavioral datum;

identifying a minimum bid for the behavioral datum, and a financial consideration for the behavioral datum from the first request;

in response to the financial consideration being greater than the minimum bid, delivering the behavioral datum to the ad server;

receiving content determined based on the behavioral datum and at least one of the availability condition or the updated availability condition from the ad server;

in response to the page having the syndication indication tag, identifying a position indicator in the syndication indication tag to display the content within the page; and

causing the content to be displayed at a position of the page based on the position indicator.

9. The system of claim 8 , wherein the identifying the minimum bid comprises identifying the minimum bid for the behavioral datum based on individual profile data of the user.

10. The system of claim 8 , wherein the ad server is a performance-based ad network.

11. The system of claim 10 , wherein the performance-based ad network includes a bidding platform to identify the minimum bid for the behavioral datum.

12. The system of claim 8 , wherein the identifying the minimum bid comprises identifying the minimum bid for the behavioral datum based on regional aggregated behavioral data of a plurality of users associated with a wireless operator.

13. The system of claim 8 , wherein the ad server is a part of a wireless operator.

14. The system of claim 8 , wherein the behavioral datum is related to a search activity on the mobile communication facility.

15. The system of claim 8 , wherein determining the behavioral datum further comprises determining the behavioral datum based on a portion of at least one of the first interaction data or the second interaction data related to a browse activity on the mobile communication facility and received by a wireless operator that provides services to the mobile communication facility.

16. The system of claim 8 , wherein determining the behavioral datum further comprises determining the behavioral datum based on a portion of at least one of the first interaction data or the second interaction data related to a Short Message Service activity on the mobile communication facility and received by a wireless operator that provides services to the mobile communication facility.

17. The system of claim 8 , wherein retrieving the behavioral datum further comprises retrieving the behavioral datum based on a portion of at least one of the first interaction data or the second interaction data related to a Multimedia Messaging Service activity on the mobile communication facility and received by a wireless operator that provides services to the mobile communication facility.

18. The system of claim 8 , wherein determining the behavioral datum further comprises determining the behavioral datum based on a portion of at least one of the first interaction data or the second interaction data related to an application usage of the application on the mobile communication facility and received by a wireless operator that provides services to the mobile communication facility.

19. The system of claim 8 , wherein determining the behavioral datum further comprises determining the behavioral datum based on a portion of at least one of the first interaction data or the second interaction data related to a game usage on the mobile communication facility and received by a wireless operator that provides services to the mobile communication facility.

20. The system of claim 8 , wherein determining the behavioral datum further comprises determining the behavioral datum based on a portion of at least one of the first interaction data or the second interaction data related to a video usage on the mobile communication facility and received by a wireless operator that provides services to the mobile communication facility.

21.
