Abstract

A method in user equipment (UE) associated with a first network cell in a wireless telecommunications system includes performing idle mode measurements of one or more network cells other than the first network cell when the UE is operating in an idle mode, receiving a request to access a first service unavailable through the first network cell, communicating with an access device associated with the first network cell based on results of the idle mode measurements, receiving from the access device an identification of a second network cell, and accessing the first service through the second network cell.

Claims (54)

1. A method in user equipment (UE) associated with a first network cell in a wireless telecommunications system, comprising:

performing idle mode measurements of one or more network cells other than the first network cell when the UE is operating in an idle mode;

during gaps in communication with the first network cell, measuring signals from the one or more network cells based on results of the idle mode measurements;

receiving a request to access a first service unavailable through the first network cell;

communicating with an access device associated with the first network cell based on the results of the idle mode measurements, wherein the communicating with the access device of the first network cell comprises transmitting at least a portion of the results of the idle mode measurements to the access device of the first network cell in response to a request from the access device of the first network cell that the UE measure signals from the one or more network cells during gaps in communication with the first network cell;

receiving from the access device an identification of a second network cell; and

accessing the first service through the second network cell.

2. The method of claim 1 , wherein the performing the idle mode measurements comprises measuring signals from the one or more network cells based on system information of the first network cell.

3. The method of claim 1 , wherein the performing the idle mode measurements comprises measuring signals from the one or more network cells based on information stored in the UE.

4. The method of claim 1 , wherein the communicating with the access device of the first network cell comprises transmitting at least a portion of the results of the idle mode measurements to the access device of the first network cell.

5. The method of claim 4 , wherein the transmitting comprises sending at least a portion of the results of the idle mode measurements to the access device of the first network cell as part of an RRC Connection Setup Complete message.

6. The method of claim 4 , wherein the transmitting comprises sending at least a portion of the results of the idle mode measurements to the access device of the first network cell after a connection is established with the first network cell.

7. The method of claim 4 , wherein the transmitting comprises sending at least a portion of the results of the idle mode measurements to the access device of the first network cell in response to a request in system information of the first network cell.

The method of claim 4 , wherein the transmitting comprises sending at least a portion of the results of the idle mode measurements to the access device of the first network cell in response to a request in a connection setup message from the access device of the first network cell that the UE send results of the idle mode measurements.

The method of claim 8 , wherein the message from the access device of the first network cell identifies one or more criteria for network cells, and the transmitting at least a portion of the results of the idle mode measurements comprises sending results of the idle mode measurements pertaining to only network cells that meet the one or more criteria.

10. The method of claim 9 , wherein the one or more criteria include one or more of a signal strength and a connection quality.

11. The method of claim 1 , wherein the measuring signals from one or more network cells comprises measuring signals from only network cells identified in the results of the idle mode measurements as providing the first service.

12. The method of claim 1 , wherein the communicating with the access device of the first network cell comprises:

transmitting an indication to the access device of the first network cell that results of the idle mode measurements are not reliable when the idle mode measurements are not recent or the UE is in a high mobility state.

13. The method of claim 12 , further comprising measuring signals from one or more network cells during gaps in communication with the first network cell according to instructions received from the access device.

14. The method of claim 1 , wherein the communicating with the access device of the first network cell comprises:

transmitting an empty report to the access device of the first network cell when the idle mode measurements are not available or not recent.

15. The method of claim 14 , further comprising measuring signals from one or more network cells during gaps in communication with the first network cell according to instructions received from the access device.

16. The method of claim 1 , wherein the communicating with the access device of the first network cell comprises:

transmitting an indication to the access device of the first network cell that results of the idle mode measurements are not available when the one or more network cells do not provide the first service.

17. The method of claim 16 , further comprising measuring signals from one or more network cells during gaps in communication with the first network cell according to instructions received from the access device.

18. The method of claim 1 , wherein the UE performs the idle mode measurements without being instructed by the access device of the first network cell.

19. The method of claim 1 , further comprising, before the performing the idle mode measurements, determining whether certain conditions for measurement are met.

20. The method of claim 19 , wherein the determining whether certain conditions for measurement are met includes evaluating one or more of:

whether the received power of the access device of the first network cell is greater than a predefined threshold,

whether the first network cell has a higher priority over the second network cell,

whether the UE supports the first service,

whether the UE is associated with a network to which the second network cell belongs,

whether the first network cell provides an alternative to the first service,

whether the first network cell provides system information of the second network cell, and

a status of a battery in the UE.

21. The method of claim 1 , wherein the UE performs the idle mode measurements in response to a request from the first network cell.

22. The method of claim 21 , wherein the request from the first network cell is a paging message.

23. The method of claim 1 , wherein a behavior of a user of the UE causes initiation of the performing the idle mode measurements.

24. The method of claim 23 , wherein the user of the UE causes the initiation by indicating a desire to make a voice call.

25. The method of claim 1 , further comprising determining whether to acquire system information of a plurality of network cells based on one or more of:

whether the power of the access device of the first network cell is greater than a predefined threshold,

whether the first network cell has a higher priority over the second network cell,

whether the UE supports the first service,

whether the UE is associated with a network to which the second network cell belongs,

whether the first network cell provides an alternative to the first service,

whether the first network cell provides system information of the second network cell,

a status of a battery in the UE, and

a number of network cells that the UE has detected.

26. The method of claim 1 , wherein the first service is voice.

27. The method of claim 1 , wherein the second network cell is one of the one or more network cells.

28. The method of claim 1 , wherein the first network cell is a cell in an evolved universal terrestrial radio access network (E-UTRAN).

29. The method of claim 1 , wherein the first network cell is a cell in a Worldwide Interoperability for Microwave Access (WiMAX) network.

30. The method of claim 1 , wherein the second network cell is one of a universal terrestrial radio access network (UTRAN), a global system for mobile communications (GSM) network, an evolution-data optimized (EV-DO) network, a 3GSM network, a digital enhanced cordless (DECT) network, a digital AMPS (IS-136/TDMA) network, an integrated digital enhanced network (iDEN), a universal mobile telecommunications system (UMTS), an enhanced data rates for GSM evolution (EDGE) network, a general packet radio service (GPRS) network, and a GPRS/EDGE radio access network (GERAN).
