Abstract

A dynamic spectrum arbitrage (DSA) system may include a dynamic spectrum policy controller (DPC) and a dynamic spectrum controller (DSC) that together dynamically manage the allocation and use of resources (e.g., spectrum resources) across different networks. The DSC and DPC may be configured communicate using a DSAAP protocol, component, or communication message. For example, the DSC may be configured to receive a list of resources that are available for bidding via a communication link to DPC using a DSAAP protocol, generate a bid request message to bid on a resource in the received list of resources, and send the bid request message to the DPC. The DPC may receive the bid request message from the DSC, determine whether the bid request message is valid, determine whether the DSC is a winner bidder, and sending a bid won message to the DSC via the communication link using a DSAAP protocol.

Claims (84)

1 . A dynamic spectrum arbitrage (DSA) system, comprising:

a dynamic spectrum controller (DSC) comprising DSC processor; and

a dynamic spectrum policy controller (DPC) comprising a DPC processor coupled to the DSC via a communication link,

wherein the DSC processor is configured with processor-executable instructions to perform operations comprising:

receiving a list of resources that are available for bidding;

generating a bid request message that includes information suitable for bidding on a resource identified in the received list of resources; and

sending the generated bid request message to the DPC via the communication link, and

wherein the DPC processor is configured with processor-executable instructions to perform operations comprising:

starting a bid timer;

receiving the bid request message from the DSC via the communication link;

determining whether the bid request message is valid;

sending a bid accept message to the DSC via the communication link in response to determining that the bid is valid;

determining whether the bid timer has expired;

determining whether the DSC is a winner bidder that is to be allocated the resource based on information included in the bid request message in response to determining that the bid request message is valid and that the bid timer has expired; and

sending a bid won message to the DSC via the communication link in response to determining that the DSC is the winner bidder.

2 . The DSA system of claim 1 , wherein the DPC processor is configured with processor-executable instructions to perform operations further comprising:

allocating the resource from a lessor network for access and use by a lessee network associated with the DSC.

3 . The DSA system of claim 2 , wherein the DPC processor is configured with processor-executable instructions to perform operations further comprising:

receiving usage parameters and payment instructions from a component in the lessor network;

generating an invoice for the access and use of the allocated resource by the lessee network; and

sending the generated invoice to the DSC.

4 . The DSA system of claim 2 , wherein the DPC processor is configured with processor-executable instructions to perform operations further comprising:

sending payment instructions and an invoice for to the use of the allocated resource by the lessee network to the DSC via the communication link;

receiving payment information from the DSC via the communication link; and

using the received payment information to settle the invoice.

5 . The DSA system of claim 1 , wherein the DPC processor is configured with processor-executable instructions to perform operations further comprising:

receiving a resource register request message from a second DSC in a lessor network;

using the information included in the resource register request message to make a plurality of resources available for bidding and buying via a financial brokerage platform; and

generating the list of resources to include the plurality of resources.

6 . The DSA system of claim 1 , wherein the DSC processor is configured with processor-executable instructions to perform operations such that generating the bid request message comprises:

generating the bid request message to include a bid identifier information element that identifies a specific resource for which the DSC bids.

7 . The DSA system of claim 1 , wherein the DSC processor is configured with processor-executable instructions to perform operations such that generating the bid request message comprises:

generating the bid request message to include a network identifier information element that identifies a specific network that includes the resource for which the DSC bids.

8 . The DSA system of claim 1 , wherein the DSC processor is configured with processor-executable instructions to perform operations such that generating the bid request message comprises:

generating the bid request message to include a bid amount information element that identifies a monetary amount offered for access and use of the resource for which the DSC bids.

9 . The DSA system of claim 8 , wherein the DPC processor is configured with processor-executable instructions to perform operations such that determining whether the bid request message is valid comprises:

determining whether the monetary amount offered for the access and use of the resource is greater than or equal to a minimum asking price for the resource.

10 . The DSA system of claim 1 , wherein the DPC processor is configured with processor-executable instructions to perform operations such that determining whether the DSC is the winner bidder that is to be allocated the resource based on information included in the bid request message comprises:

determining whether a buy request message that includes a buy amount information element has been received from a second DSC in a second network;

determining whether a value of the buy amount information element is greater than or equal to a purchase price of the resource in response to determine that a buy request message has been received; and

determining that the DSC is not the winner bidder that is to be allocated the resource in response to determining that the value of the buy amount information element is greater than or equal to the purchase price of the resource.

11 . The DSA system of claim 10 , wherein the DPC processor is configured with processor-executable instructions to perform operations further comprising:

allocating the resource from a lessor network for access and use by a lessee network associated with the second DSC in response to determining that the value of the buy amount information element is greater than or equal to the purchase price of the resource.

12 . A dynamic spectrum arbitrage (DSA) method, comprising:

receiving in a dynamic spectrum controller (DSC) processor a list of resources that are available for bidding via a communication link to a dynamic spectrum policy controller (DPC) that includes a DPC processor;

generating a bid request message that includes information suitable for bidding on a resource identified in the received list of resources; and

sending the generated bid request message to the DPC via the communication link.

13 . The DSA method of claim 12 , further comprising

starting by the DPC processor a bid timer;

receiving in the DPC processor the bid request message from the DSC via the communication link;

determining whether the bid request message is valid;

sending a bid accept message to the DSC via the communication link in response to determining that the bid is valid;

determining whether the bid timer has expired;

determining whether the DSC is a winner bidder that is to be allocated the resource based on information included in the bid request message in response to determining that the bid request message is valid and that the bid timer has expired; and

sending a bid won message to the DSC via the communication link in response to determining that the DSC is the winner bidder.

14 . The DSA method of claim 13 , further comprising:

allocating by the DPC processor the resource from a lessor network for access and use by a lessee network associated with the DSC.

15 . The DSA method of claim 14 , further comprising:

receiving in the DPC processor usage parameters and payment instructions from a component in the lessor network;

generating an invoice for the access and use of the allocated resource by the lessee network; and

sending the generated invoice to the DSC.

16 . The DSA method of claim 14 , further comprising:

sending by the DPC processor payment instructions and an invoice for to the use of the allocated resource by the lessee network to the DSC via the communication link;

receiving in the DPC processor payment information from the DSC via the communication link; and

using the received payment information to settle the invoice.

17 . The DSA method of claim 13 , further comprising:

receiving in the DPC processor a resource register request message from a second DSC in a lessor network;

using the information included in the received resource register request message to make a plurality of resources available for bidding or buying via a financial brokerage platform; and

generating the list of resources to include the plurality of resources.

18 . The DSA method of claim 12 , wherein generating the bid request message comprises generating the bid request message to include a bid identifier information element that identifies a specific resource for which the DSC bids.

19 . The DSA method of claim 12 , wherein generating the bid request message comprises generating the bid request message to include a network identifier information element that identifies a specific network that includes the resource for which the DSC bids.

20 . The DSA method of claim 12 , wherein generating the bid request message comprises generating the bid request message to include a bid amount information element that identifies a monetary amount offered for access and use of the resource for which the DSC bids.

21 . The DSA method of claim 20 , wherein determining whether the bid request message is valid comprises:

determining whether the monetary amount offered for the access and use of the resource is equal to an asking price for that resources received from its corresponding lessor network.

22 . The DSA method of claim 13 , wherein determining whether the DPC is the winner bidder that is to be allocated the resource based on information included in the bid request message comprises:

determining whether a buy request message that includes a buy amount information element has been received from a second DSC in a second network;

determining whether a value of the buy amount information element is greater than or equal to a purchase price of the resource in response to determine that a buy request message has been received; and

determining that the DSC is not the winner bidder that is to be allocated the resource in response to determining that the value of the buy amount information element is greater than or equal to the purchase price of the resource.

23 . The DSA method of claim 22 , further comprising:

allocating by the DPC processor the resource from a lessor network for access and use by a lessee network associated with the second DSC in response to determining that the value of the buy amount information element is greater than or equal to the purchase price of the resource.

24 . A server computing device, comprising:

means for receiving a list of resources that are available for bidding via a communication link to a dynamic spectrum policy controller (DPC);

means for generating bid request message that includes information suitable for bidding on a resource identified in the received list of resources, including a bid identifier information element that identifies a specific resource for which the DSC bids, a network identifier information element that identifies a specific network that includes the resource, and a bid amount information element that identifies a monetary amount offered for access and use of the resource; and

means for sending the generated bid request message to the DPC via the communication link.
