Abstract

Because it is not possible to sufficiently reduce the number base stations that start uselessly in spite of being in a low traffic state, it is not possible to lower interference between adjacent cells and power consumption sufficiently. A base station starts transmission of a control signal with predetermined power when communication between another base station and a mobile station is started and a first predetermined condition is satisfied.

Claims (20)

1. A base station comprising:

a receiver configured to receive information indicating a radio transmission suspension state of a neighbor base station or a cell of the neighbor base station; and

an update unit configured to update a set of cells or base stations which at least one of the base station, the neighbor base station, a cell of the base station, and the cell of the neighbor base station is registered.

2. The base station according to claim 1 ,

the update unit being further configured to update the set of cells or base stations, based on the information indicating the radio transmission suspension state.

3. The base station according to claim 2 ,

the set of cells or base stations is a measurement set of cells or base stations for measurement of received power of the pilot signal by the mobile station.

4. The base station according to claim 3 , the base station further comprising:

a transmitter configured to broadcast the measurement set to the mobile station.

5. The base station according to claim 4 ,

the communication unit further configured to receive the information indicating the radio transmission suspension state via a cable line.

6. The base station according to claim 5 ,

the receiver further configured to receive information indicating that the neighbor base station or the cell of the neighbor base station has changed to the active state or the radio transmission suspension state.

7. The base station according to claim 5 , the receiver further configured to receive information indicating that the neighbor base station or the cell of the neighbor base station is changing to the active state or the radio transmission suspension state.

8. A network controller which communicates with a first base station and a second base station which is installed around the first base station, the network controller comprising:

a receiver configured to receive information indicating-at-least one of an active state and a radio transmission suspension state of the second base station or a cell of the second base station; and

a transmitter configured to direct to update a set of cells or base stations, to which at least one of the first base station, the second base station, a cell of the first base station, and the cell of the second base station is registered, to the first base station.

9. A method used in a base station, the method comprising:

receiving information indicating a radio transmission suspension state of a neighbor base station or a cell of the neighbor base station; and

updating a set of cells or base stations which at least one of the base station, the neighbor base station, a cell of the base station, and the cell of the neighbor base station is registered.
