Abstract

Described are systems and methods for communicating emergency alerts to a hearing-impaired user. Queries are performed to one or more emergency alert databases to develop emergency alert notifications. At least some of the emergency alert notifications are filtered responsive to user selected criteria to select one or more filtered emergency alerts. An attention desired indicator is transmitted to a hearing-impaired user device that subscribes to a hearing-impaired relay service supported by the server if the one or more filtered emergency alerts are present. The filtered emergency alerts are transmitted to the hearing-impaired user device in response to a emergency information query from that user device.

Claims (48)

1. A video relay service configured to support interpretive services for video calls involving a hearing-impaired user and a hearing-capable user and provide emergency alerts to the hearing-impaired user, the video relay service including a server comprising:

communication elements;

a memory configured to store computing instructions; and

a processor operably coupled to the memory and the communication elements, and configured to execute the computing instructions to:

facilitate assisted interpretive communication sessions with communication devices associated with hearing-impaired users and far-end communication devices associated with hearing-capable users;

receive one or more emergency alert notifications from an external emergency alert service over an external network;

filter at least some of the received emergency alert notifications responsive to user selected criteria for selecting one or more filtered emergency alerts;

receive an attention items query directly from the communication devices responsive to a heartbeat process by the communication devices requesting information that is pertinent to the corresponding communication device including if there are any filtered emergency alerts that fit within the user selected criteria for the corresponding communication device; and

transmit the one or more filtered emergency alerts directly to the communication devices in response to the attention items query from the corresponding communication device.

2. The video relay service of claim 1 , wherein the processor is configured to receive the one or more emergency alert notifications from the external emergency alert service according to a regular periodic process.

3. The video relay service of claim 1 , wherein the external emergency alert service is selected from the group consisting of a weather alert service, an integrated public alert and warning system, and combinations thereof.

4. The video relay service of claim 1 , wherein the processor is configured to execute the computing instructions to generate a video recording with a sign language translation of the received emergency alert notifications, and wherein the one or more filtered emergency alerts transmitted to the communication devices comprises the video recording with its corresponding sign language translation.

5. A video relay service configured to support interpretive services for video calls involving a hearing-impaired user and a hearing-capable user and provide emergency alerts to the hearing-impaired user, the video relay service including a server comprising:

communication elements;

a memory configured to store computing instructions; and

a processor operably coupled to the memory and the communication elements, and configured to execute the computing instructions to:

facilitate assisted interpretive communication sessions with communication devices associated with hearing-impaired users and far-end communication devices associated with hearing-capable users;

receive one or more emergency alert notifications from an external emergency alert service over an external network;

filter at least some of the received emergency alert notifications responsive to user selected criteria for selecting one or more filtered emergency alerts;

receive an attention items query directly from the communication devices responsive to a heartbeat process by the communication devices requesting information that is pertinent to the corresponding communication device including if there are any filtered emergency alerts that fit within the user selected criteria for the corresponding communication device; transmit the one or more filtered emergency alerts directly to the communication devices in response to the attention items query from the corresponding communication device; and

generate a video recording with a sign language translation of the received emergency alert notifications, wherein the one or more filtered emergency alerts transmitted to the communication devices comprises the video recording with its corresponding sign language translation, and wherein the one or more filtered emergency alerts transmitted to the communication devices further comprises a link within a message for the hearing-impaired user to be directed to find more information about the one or more filtered emergency alerts.

6. The video relay service of claim 1 , wherein the server includes at least one of a relay server, an authentication server, or a session server for the video relay service.

7. The video relay service of claim 1 , wherein the user selected criteria includes at least one of a selected severity level, a selected urgency level, a selected confidence level, or combinations thereof.

8. The video relay service of claim 1 , wherein the user selected criteria includes at least one of a selected source, a selected alert type, a selected location, or combinations thereof.

9. The video relay service of claim 1 , wherein the communication devices are selected from the group consisting of a hardware device and a software endpoint.

10. A method for operating a video relay service integrated with providing emergency alerts to a hearing-impaired user, the method comprising:

facilitating assisted interpretive communication sessions between a communication device associated with a hearing-impaired user and a far-end communication device associated with a hearing-capable user;

receiving at least one emergency alert notification at the video relay service from one or more emergency alert services over an external network;

filtering at least some of the emergency alert notifications at the video relay service responsive to user selected criteria to select one or more filtered emergency alerts;

receiving an attention items query directly from the communication devices responsive to a heartbeat process by the communication devices requesting information that is pertinent to the corresponding communication device including if there are any filtered emergency alerts that fit within the user selected criteria for the corresponding communication device; and

transmitting the one or more filtered emergency alerts directly to the communication devices in response to the attention items query from the corresponding communication device.

11. The method of claim 10 , further comprising the video relay service generating a video recording including a sign language interpretation of the one or more filtered emergency alerts, wherein transmitting the one or more filtered emergency alerts comprises transmitting the video recording to the communication devices.

12. The method of claim 10 , wherein receiving emergency alert notifications at the video relay service includes regularly querying the one or more emergency alert services according to a periodic process.

13. The method of claim 12 , wherein regularly querying the one or more emergency alert services according to a periodic process is performed by at least one of a relay server, an authentication server, and a session server of the video relay service.

14. The method of claim 10 , wherein filtering the emergency alert notifications is responsive to user selected criteria selected from the group consisting of one or more selected locations, a selected severity level, a selected confidence level, a selected urgency level, a source of the emergency alert notification, a type of the emergency alert notification, and combinations thereof.

15. The method of claim 10 , wherein the heartbeat process includes the communication devices transmitting the attention items query for any items needing attention by the corresponding communication device, and the video relay service responding to the attention items query with an attention desired indicator.

16. A video communication device specifically configured for use by a hearing-impaired user, the video communication device comprising:

a display configured to present information to a hearing-impaired user;

a memory configured store computing instructions;

communication elements; and

a processor operably coupled to the memory, the display, and the communication devices, and configured to execute the computing instructions to:

establish communication sessions with a far-end communication device with the assistance of a video relay service configured to provide translation assistance for the hearing-impaired user during a communication session with a hearing-capable user;

transmit user selected criteria to the video relay service for filtering emergency alert notifications that the video relay service has received from one or more external emergency alert services over an external network;

transmit an attention items query to the video relay service requesting to be notified if there are items related to the emergency alert notifications for the communication device to receive as part of a regular heartbeat to query the video relay service; receive the emergency alert notifications from the video relay service that are filtered according to the user selected criteria; and present information related to the received emergency alert notifications on the display.

17. The communication device of claim 16 , wherein the processor is configured to receive a video recording generated by the video relay service including a sign language translation of content of the emergency alert notifications.

18. The communication device of claim 16 , wherein the user selected criteria is selected from the group consisting of one or more selected locations, a selected severity level, a selected confidence level, a selected urgency level, a source of the emergency alert notification, a type of the emergency alert notification, and combinations thereof.
