The method of claim 7 further comprising reducing a processor power limit of a first processor by a first amount from the average processor power limit and to reduce a processor power limit of a second processor by a second amount with the integrated controller from the average processor power limit for processors of the plurality of processors that are at or below the average processor power limit, wherein the first amount is different from the second amount.

11. The method of claim 7 further comprising:

determining a headroom amount of additional available power with the integrated controller based on the average processor power limit; and

increasing a processor power limit of a first processor by a first amount and increasing a processor power limit of a second processor by a second amount as a function of the headroom amount with the integrated controller for processors of the plurality of processors that are above the average processor power limit.

12. The method of claim 7 further comprising:

determining a headroom amount of additional available power with the integrated controller; and

increasing a first processor power limit by a first amount from the average processor power limit and a second processor power limit by a second amount from the average processor power limit as a function of the headroom amount with the integrated controller for processors of the plurality of processors that are above the average processor power limit, wherein the first amount is different from the second amount.
