Abstract

A computer-implemented financed commercial economic system and method for EB-5 immigrant investor visa programs through a regional center directed to promotion of economic growth, improved economic regional productivity, job creation and increased capital investment, in which EB-5 investors by a capital investment for economic commercialization of projects and an electronic database accessible through a communications network to maintain regional center and EB-5 investor information, with an escrow account of funds from sales of products produced by the projects, and returning of capital investments to the EB-5 investors after a pre-determined period of time with the proceeds of the escrow account, with an agreement providing management compensation from asset rights of the EB-5 investors.

19 . A method for a financed commercial economic system useful for operating economic development projects with capital investments for qualifying to seek a visa upon economic participation therein, comprising the steps of:

obtaining a plurality of capital investments for participating in a regional center directed to promotion of economic growth, improved economic regional productivity, job creation and increased capital investment by the respective capital investment paid into an aggregated capital fund for economic commercialization of a plurality of projects undertaken by an entity of the regional center;

maintaining on an electronic database the regional center and capital investor information accessible through a communications network, each capital investor information independent of other capital investor information but accessible to the regional center for determining a pro-rata basis of the aggregated capital fund based on the respective capital investment, the electronic database configured with a microprocessor computer and a network communications application for accessing the communications network;

providing management of the economic commercialization of the projects;

purchasing bond instruments from bond issuers using at least some of the aggregated capital fund on the pro-rata basis through a broker dealer service that receives and holds the bond instruments for the respective capital investment;

establishing an escrow account to hold aggregated funds received from proceeds of sales produced by the projects, said aggregated funds allocated in the electronic database relative to the escrow account on the pro-rata basis of each capital investment at time of receipt by the escrow account;

undertaking the purchase of bond instruments for projects after the aggregated capital fund has a pre-determined value;

returning the respective capital investment after a pre-determined period of time from the aggregated funds of the escrow account on the pro-rata basis,

whereby the regional center, being provided with the aggregated capital fund, develops the projects for economic commercialization and the respective capital investment, being invested in the economic development projects funded by the aggregated capital fund, may qualify for seeking to receive an immigrant investor visa.

20 . The method for a financed commercial economic system as recited in claim 19 , wherein the projects comprise producing oil and gas from oil exploration and recovery leases.

21 . The method for a financed commercial economic system as recited in claim 19 , wherein the capital investments are obtained by a marketing entity servicing the funding requirements of the regional center.

22 . The method for a financed commercial economic system as recited in claim 19 , wherein the entity is formed as a limited liability entity that receives the respective capital investments for obtaining the investment capital for the regional center.

23 . The method for a financed commercial economic system as recited in claim 19 , further comprising the step distributing the projects to a general partner that formed the regional center after the step returning the capital investment to the capital investors.

24 . The method for a financed commercial economic system as recited in claim 19 , wherein the entity operates through one or more project management company to manage the projects.

25 . The method for a financed commercial economic system as recited in claim 24 , wherein the project management company is fainted by the entity.

26 . The method for a financed commercial economic system as recited in claim 24 , wherein the project management company is acquired by the entity.

The method for a financed commercial economic system as recited in claim 19 , further comprising the step of providing a sorting and organizing electronic complex configured for receiving, analyzing and displaying information about the projects of the regional center, which information includes product production data, costs data, and revenue data.

The method for a financed commercial economic system as recited in claim 19 , wherein the purchasing of the bond instruments further comprises purchasing thereof through a securities asset servicer providing trust depository services, banking services, and securities clearing services for a plurality of broker accounts.

29 . A computer-implemented financed commercial economic system for an immigrant investor visa system, comprising:

a regional center directed to promotion of economic growth, improved economic regional productivity, job creation and increased capital investment;

a plurality of capital investments that participate in the regional center by each respective capital investment paid into an aggregated capital fund for economic commercialization of a plurality of projects undertaken by an entity of the regional center;

an electronic database accessible through a communications network to maintain regional center and capital investor information, each capital investor information independent of other capital investor information but accessible to the regional center for determining a pro-rata allocation of an investment interest based on the respective capital investment;

a manager configured to manage the projects;

a broker dealer service that purchases bond instruments directly from a bond issuer using at least some of the aggregated capital fund based on the respective pro-rata allocation of the capital investment, which broker dealer service receives and holds the bond instruments for the respective capital investment;

an escrow account that holds aggregated funds received from proceeds of sales produced by the projects; and

an analyzer configured to allocate in the electronic database said received aggregated funds relative to the escrow account based on the pro-rata allocation of each capital investment at time of receipt by the escrow account for returning the respective capital investment based on the pro-rata allocation after a pre-determined period of time using the aggregated funds of the escrow account;

whereby the regional center, being provided with the aggregated capital fund, develops the projects for economic commercialization and the respective capital investment, being invested in the economic development projects funded by the aggregated capital fund, may qualify for seeking to receive an immigrant investor visa and return of the respective capital investment after the per-determined period of time.

30 . The computer-implemented system as recited in claim 29 , wherein the products comprise oil and gas produced from oil exploration and recovery leases.

31 . The financed commercial economic system as recited in claim 29 , further comprising a marketer for soliciting capital investments as a service to obtain the funding requirements of the regional center.

32 . The financed commercial economic system as recited in claim 31 , further comprising a plurality of payments of the investment capital, each payment providing a portion of the investment capital for the regional center.

33 . The financed commercial economic system as recited in claim 29 , further comprising a general partner that forms the regional center and receives distribution of the projects after returning the capital investment to the capital investors.

34 . The financed commercial economic system as recited in claim 29 , wherein the entity is a limited liability entity.

35 . The financed commercial economic system as recited in claim 29 , wherein the entity operates through a management company to manage the projects.

36 . The financed commercial economic system as recited in claim 35 , wherein the management company is formed by the entity.

37 . The financed commercial economic system as recited in claim 35 , wherein the management company is acquired by the entity.

The financed commercial economic system as recited in claim 28 , further comprising a sorting and organizing electronic complex configured for receiving, analyzing and displaying information about the projects of the regional center, which information includes product production data, costs data, and revenue data.

39 . The financed commercial economic system as recited in claim 28 , wherein the bond instruments comprise capital bonds purchased through a securities asset servicer providing trust depository services, banking services, and securities clearing services for a plurality of broker accounts.
