Abstract

An emergency location information service (E-LIS) for water-based network devices. The E-LIS includes a server application and server network devices that accepts emergency messages from water-based network devices. The water based network devices comprise one or more sensors or one or more actuators, a wireless connection interface including a wireless low power wide-area ultra-narrowband network interface and a wireless low earth orbit satellite network connection interface and is an automated network device capable of sensing is own environment and automatically sending out the one or more emergency messages or one or more emergency text messages without operator input to an E-LIS server network device when an emergency event occurs on a body of water. The E-LIS server network device provides a current physical geographic location for such water-based network devices and/or users of the water-based network devices in an emergency situation on the body of water such as a river, lake, sea, ocean, etc.

Claims (51)

1. A method for locating a water-based network device during an emergency with an emergency information system (E-LIS), comprising:

receiving on a server application on a server network device with one or more processors one or more emergency messages or one or more emergency text messages via a wireless communications network with current location information from a water-based network device indicating an emergency event has occurred on a body of water,

the water based network device comprising one or more processors, one or more sensors or one or more actuators, a wireless connection interface including a wireless low power wide-area ultra-narrowband network interface and a wireless low earth orbit satellite network connection interface,

the water-based network device further comprising an automated network device capable of sensing is own environment and automatically sending out the one or more emergency messages or one or more emergency text messages without operator input, and

the water-based network device further comprising a switch for allowing manual operator input for sending out the one or more emergency messages or one or more emergency text messages during an emergency event;

determining from the server application a current set of 3D (X, Y, Z) geo-space coordinates for the water-based network device with the current location information extracted from the received one or more emergency messages or the one or more emergency text messages;

determining from the server application with the determined current set of 3D (X, Y, Z) geo-space coordinates a current physical geographic location for the water-based network device;

determining from the server application a geographic distance from the determined current physical geographic location for the water-based network device to a nearest shoreline;

determining from the server application a desired emergency response server based on the determined geographic distance;

sending from the server application an emergency response message or a 911-to-text response message including the determined current physical geographic location for the water-based network device via a second communications network to the desired emergency response server; and

displaying in real-time on the server network device or another server network device with one or more processors on a graphical map the determined current physical geographic location for the water-based network device for one or more desired emergency response agencies.

2. The method of claim 1 further comprising:

determining automatically visually from the water-based network device with an audiovisual component on the water-based network device visual physical geographic information around the water-based network device; and

determining from the water-based network device a current set of 3D (X, Y, Z) geo-space coordinates with the determined visual physical geographic information.

3. The method of claim 1 wherein the (Z) geo-space coordinate from the 3D (X, Y, Z) geo-space coordinates includes elevation, altitude, height, depth, speed, velocity, acceleration, de-acceleration, air temperature, moisture, water temperature, water pressure, or barometric pressure information.

4. The method of claim 1 further comprising:

determining automatically from one or more sensors or actuators on the water-based network device that a physical environment including the water-based network device that one or more pre-determined conditions have been exceeded indicating that an emergency event is likely to occur;

determining from the water-based network device the current set of 3D (X, Y, Z) geo-space coordinates or current physical geographic location for the water-based network device; and

sending from the water-based network device to a desired emergency response server a pre-cautionary message including the one or more pre-determined conditions that have been exceeded on the water-based network device and the determined current set of 3D (X, Y, Z) geo-space coordinates or current physical geographic location for the water-based network device indicating that that the one or more pre-determined conditions have been exceeded on the water-based network device.

5. The method of claim 4 further comprising:

displaying in real-time on the server network device or another server network device with one or more processors real-time information from the pre-cautionary message from the water-based network device for one or more desired emergency response agencies indicating that an emergency event is likely to occur.

6. The method of claim 4 wherein the pre-determined conditions include threshold levels for medical information and physical environmental information.

7. The method of claim 4 further including determining 2D (X, Y) geo-space coordinates for the water-based network device, wherein the determined 2D (X, Y) geo-space coordinates for the water-based network device are included in the pre-cautionary message.

8. The method of claim 1 further comprising:

displaying in real-time on the server network device or another server network device with one or more processors real-time visual images from the water-based network device for one or more desired emergency response agencies.

9. The method of claim 1 wherein a wireless communications interface on the server network device includes a wireless connection interface comprising a wireless low power wide-area ultra-narrowband network interface and a wireless low earth orbit satellite network connection interface.

The method of claim 1 wherein the server network device determines the one or more emergency messages or one or more emergency text messages are received on the wireless low power wide-area ultra-narrowband network interface or the wireless low earth orbit satellite network connection interface from the water-based network device.

The method of claim 1 wherein the one or more desired emergency response servers include a NG-911 emergency response server, E911 emergency response server or 911 emergency response server, a text-to-911 server, a Public Safety Answering Point (PSAP) server, an Emergency Services IP networks (ESInet) server, a military server, an aviation server, a marine server or an emergency gateway network server device, each with one or more processors.

The method of claim 1 wherein the emergency message includes an E911 communication message, a legacy 911 communication message, a NG-911 communication message, a Common Alerting Protocol (CAP) message, a Public safety answering point (PSAP) to AutoMatic Location Identification (ALI) (PAM) interface protocol message, aviation frequency emergency message, marine frequency emergency message or satellite frequency emergency message.

The method of claim 1 wherein the emergency event includes an emergency event automatically detected by, an accelerometer, radio frequency identifier (RFID) sensor, a barometric pressure sensor, other pressure sensor, a moisture sensor, an altimeter, a crash sensor, a depth sensor, an activity sensor, a biometric sensor, a medical sensor, a temperature sensor, an immersion sensor, a biometric sensor, an Emergency Position Indicating Radio Beacon (EPIRB) sensor, a personal locator beacon (PLB) sensor, an emergency locator beacon (ELB) sensor, an emergency locator transmitter (ELT) sensor or one or more actuators, included on, or connected to, the water-based network device.

14. The method of claim 1 wherein the emergency event is manually detected by an emergency button activated on the water-based network device.

The method of claim 1 wherein the determined current physical geographic location for the water-based network device comprises: latitude, longitude, vertical distance, horizontal distance, elevation, altitude, height, depth, speed, velocity, acceleration, de-acceleration, air temperature, water temperature, moisture, water pressure or barometric pressure information, detected for the water-based network device.

16. The method of claim 1 wherein the water-based network device is included as an integral component or a component attached on or placed within a water-based vehicle or a water-based object.

17. The method of claim 14 wherein the water-based vehicle includes a boat, ship, kayak, canoe, raft, personal water craft (PWC) or floating inner tubes.

18. The method of claim 14 wherein the water-based object includes, a personal floatation device, wet suit, dry suit, scuba equipment, surfing equipment, fishing equipment or swimming equipment.

19. The method of claim 1 wherein the second communications network include a wired or a wireless: local area network (LAN), wide area network (WAN), mesh network, telecommunications network, cloud communications network, or emergency network.

20. An emergency location information system (E-LIS) for water-based network devices, comprising in combination:

one or more water-based network devices;

one or more server network devices each with one or more processors;

one or more emergency response servers each with one or more processors;

the one or more processors including a plurality of instructions configuring the one or more processors:

for receiving on a server application on a server network device with one or more processors one or more emergency messages or one or more emergency text messages via a wireless communications network with current location information from a water-based network device indicating an emergency event has occurred on a body of water,

the water based network device comprising one or more processors, one or more sensors or one or more actuators, a wireless connection interface including a wireless low power wide-area ultra-narrowband network interface and a wireless low earth orbit satellite network connection interface,

the water-based network device further comprising an automated network device capable of sensing is own environment and automatically sending out the one or more emergency messages or one or more emergency text messages without operator input, and

the water-based network device further comprising a switch for allowing manual operator input for sending out the one or more emergency messages or one or more emergency text messages during an emergency event;

for determining from the server application a current set of 3D (X, Y, Z) geo-space coordinates for the water-based network device with the current location information extracted from the received one or more emergency messages or the one or more emergency text messages;

for determining from the server application with the determined current set of 3D (X, Y, Z) geo-space coordinates a current physical geographic location for the water-based network device;

for determining from the server application a geographic distance from the determined current physical geographic location for the water-based network device to a nearest shoreline;

for determining from the server application a desired emergency response server based on the determined geographic distance;

for sending from the server application an emergency response message or a 911-to-text response message including the determined current physical geographic location for the water-based network device via a second communications network to the desired emergency response server; and

for displaying in real-time on the server network device or another server network device with one or more processors on a graphical map the determined current physical geographic location for the water-based network device for one or more desired emergency response agencies.
