Abstract

A system and method are provided for processing flexible spending account transactions involving a plurality of pharmacies, a service provider, one or more pharmacy benefits managers (“PBMs”), and individuals having flexible spending accounts (“FSAs”) and stored value cards for debiting their FSAs. The service provider maintains a PBM transaction database; receives from a pharmacy an authorization request at the time of purchase; queries the PBM transaction database for a matching transaction in response to the authorization request; and authorizes payment of the patient responsible balance to be automatically debited against the respective FSA at the time of purchase.

Claims (41)

1. A computer implemented method, comprising the steps of:

receiving, by a processor, transaction data including at least one item associated with a transaction involving a payment from a customer to a goods or service provider;

receiving, by a processor, an authorization request to authorize payment of the transaction against an account requiring substantiation for qualified expenses associated with the customer; and

performing, by a processor at the time of the transaction, a substantiation process for the transaction prior to the payment to the goods or service provider, the substantiation process comprising:

querying a database to obtain transaction information associated with the customer;

matching the transaction information from the database with the received transaction data and an associated amount of the payment from the customer to the goods or services provider; and

determining an authorization decision for payment of the transaction from the account to the goods or service provider;

communicating the authorization decision for payment of the transaction;

if the authorization decision includes authorizing payment of the transaction, causing payment to be sent from the account to the goods or service provider for the transaction; and

if the authorization decision includes not authorizing payment of the transaction, causing payment to be denied to the goods or service provider for the transaction.

2. The method of claim 1 wherein the authorization request includes at least one of a card holder identifier, a requested amount, a merchant identifier, a merchant category code, and date and time of the transaction.

3. The method of claim 2 further comprising associating the transaction data received with at least one card holder identifier and querying the database using the card holder identifier.

4. The method of claim 1 further comprising storing data received from a health care administrator in an eligibility database and verifying eligibility for the customer based upon querying the eligibility database.

5. The method of claim 4 further comprising the step of updating the eligibility database on a periodic basis.

6. The method of claim 4 further comprising the step of mapping at least one participant identifier to a plurality of card holder identifiers.

7. The method of claim 1 wherein the transaction data is received from a payor.

8. The method of claim 7 wherein the payor is a pharmacy benefit manager (PBM).

9. The method of claim 1 wherein the authorization request is received from one of a pharmacy, physician's office, hospital, ambulatory surgery center, vision care specialists, dentist office, and healthcare provider.

10. The method of claim 1 wherein matching of the transaction information from the database with the received transaction data is based on the amount of the qualified medical expense and/or PRB in the authorization request.

11. The method of claim 1 wherein querying the database further comprises determining if there are multiple transactions associated with the customer in the database.

The method of claim 11 wherein querying the database further comprises summing the qualified medical expenses and/or PRBs of multiple transactions associated with the customer in the database to yield a summed amount and comparing the summed amount to the qualified medical expense and/or PRB of the authorization request.

13. The method of claim 11 wherein querying the database further comprises comparing the qualified medical expense and/or PRB of the authorization request against a plurality of different combinations of qualified medical expenses and/or PRBs associated with the customer in the database.

14. The method of claim 11 wherein querying the database further comprises comparing the qualified medical expense and/or PRB of the authorization request against the sum of the qualified medical expenses and/or PRBs associated with the customer.

15. The method of claim 1 wherein the account requiring substantiation for qualified expenses is a pre-tax account.

16. A system comprising:

at least one memory configured for storing a database; and

at least one processor in communication with the at least one memory, wherein the at least one processor is configured for:

receiving transaction data including at least one item associated with a transaction involving a payment from a customer to a goods or service provider;

receiving an authorization request to authorize payment of the transaction against an account requiring substantiation for qualified expenses associated with the customer; and

performing at the time of the transaction a substantiation process for the transaction prior to the payment to the goods or service provider, the substantiation process comprising:

querying the database to obtain transaction information associated with the customer;

matching the transaction information from the database with the received transaction data and an associated amount of the payment from the customer to the goods or services provider; and

determining an authorization decision for payment of the transaction;

communicating the authorization decision for payment of the transaction;

if the authorization decision includes authorizing payment of the transaction, causing payment to be sent to the goods or service provider for the transaction; and

if the authorization decision includes not authorizing payment of the transaction, causing payment to be denied to the goods or service provider for the transaction.

17. The system of claim 16 wherein the transaction data is received from a payor.

18. The system of claim 17 wherein the payor is a pharmacy benefit manager (PBM).

19. The system of claim 16 wherein the authorization request is received from one of a pharmacy, physician's office, hospital, ambulatory surgery center, vision care specialists, dentist office, and healthcare provider.

20. The method of claim 1 , wherein the qualified expense is a qualified medical expense.

21. The system of claim 16 , wherein the qualified expense is a qualified medical expense.
