providing, from a distribution system, an interface that is accessible to a plurality of content providers including a plurality of local advertising content providers and a plurality of national advertising content providers;

receive, at the distribution system via the interface, a first plurality of advertising content associated with the plurality of local advertising content providers and a second plurality of advertising content associated with the plurality of national advertising content providers, the distribution system operative to send at least one of the first plurality of advertising content or at least one of the second plurality of advertising content via any of a plurality of carriers, each carrier from the plurality of carriers having a carrier interface operative to accept a data format different from a carrier interface for each remaining carrier from the plurality of carriers, the interface of the distribution system being carrier agnostic such that the plurality of local advertising content providers do not customize a data format of the first plurality of advertising content for each carrier from the plurality of carriers;

import, at the distribution system, the first plurality of advertising content and the second plurality of advertising content to at least one database;

receiving, at the distribution system, a request for an advertisement, the request for the advertisement including an indication of a carrier from the plurality of carriers;

selecting, at the distribution system, from the database, and in response to receiving the request for the advertisement, a first advertising content from the first plurality of advertising content based on prior use information associated with a prior location of a user device and a geographic target scope of the first advertising content;

formatting the first advertising content for the carrier interface of the carrier from the plurality of carriers;

selecting, at the distribution system, from the database, and in response to receiving the request for the advertisement, a second advertising content from the second plurality of advertising when no first advertisement content from the first plurality of advertising content is selected, based on (1) the prior use information associated with the prior location of the user device and (2) a geographic scope of the second advertising content, each local advertising content provider from the first plurality of local advertising content providers having a respective geographic scope different than a geographic scope of each national advertising content provider from the second plurality of national advertising content providers;

formatting the second advertising content for the carrier interface of the carrier from the plurality of carriers when the second advertising content is selected;

selecting, at the distribution system, from the database, and in response to receiving the request for the advertisement, a third advertisement content from a third plurality of advertisement content when no first advertisement content from the first plurality of advertising content and no second advertising content from the second plurality of advertising content are selected, the third plurality of advertising content being associated with a plurality of remnant advertising content providers;

formatting the third advertising content for the carrier interface of the carrier from the plurality of carriers when the third advertising content is selected; and

sending the selected first advertising content, the second advertising content or the third advertising content, from the distribution system to the user device via the carrier from the plurality of carriers.

2. The method of claim 1 , wherein the prior location of the user device includes an indication of a longitude and a latitude of the user device.

3. The method of claim 1 , wherein the prior location of the user device includes information representative of a neighborhood, a city and a state of the user device.

4. The method of claim 1 , wherein the prior use information is associated with a feature of the user device.

5. The method of claim 1 , wherein the prior use information is associated with a function of the user device.

6. The method of claim 1 , wherein:

the selecting the first advertising content includes selecting the first advertising content based on a time of day associated with the request; and

the selecting the second advertising content includes selecting the second advertising content based on the time of day associated with the request.

7. A method, comprising:

providing, from a distribution system, an interface that is accessible to a plurality of content providers including a plurality of local advertising content providers and a plurality of national advertising content providers;

receive, at the distribution system via the interface, a first plurality of advertising content associated with the plurality of local advertising content providers and a second plurality of advertising content associated with the plurality of national advertising content providers, the distribution system operative to send at least one of the first plurality of advertising content or at least one of the second plurality of advertising content via any of a plurality of carriers, each carrier from the plurality of carriers having a carrier interface operative to accept a data format different from a carrier interface for each remaining carrier from the plurality of carriers, the interface of the distribution system being carrier agnostic such that the plurality of local advertising content providers do not customize a data format of the first plurality of advertising content for each carrier from the plurality of carriers;

import, at the distribution system, the first plurality of advertising content and the second plurality of advertising content to at least one database;

receiving, at the distribution system and from a user device, a request including information associated with a location of the user device and an indication of a carrier from the plurality of carriers;

selecting, at the distribution system; from the database, and in response to receiving the request, a first advertising content from the first plurality of advertising content based on (1) an identification of a neighborhood within which the location of the user device is included and (2) a geographic target scope of the first advertising content;

formatting the first advertising content for the carrier interface of the carrier from the plurality of carriers;

selecting, at the distribution system, from the database, and in response to receiving the request, a second advertising content from the second plurality of advertising, when no first advertisement content from the first plurality of advertising content is selected, based on the identification of the neighborhood and a geographic scope of the second advertising content, each local advertising content provider from the first plurality of local advertising content providers having a respective geographic scope different than a geographic scope of each national advertising content provider from the second plurality of national advertising content providers;

formatting the second advertising content for the carrier interface of the carrier from the plurality of carriers when the second advertising content is selected;

selecting, at the distribution system, from the database, and in response to receiving the request, a third advertisement content from a third plurality of advertisement content when no first advertisement content from the first plurality of advertising content and no second advertising content from the second plurality of advertising content are selected, the third plurality of advertising content being associated with a plurality of remnant advertising content providers;

formatting the third advertising content for the carrier interface of the carrier from the plurality of carriers when the third advertising content is selected; and

sending, the selected first advertising content, the second advertising content or the third advertising content, from the distribution system to the user device via the carrier from the plurality of carriers.

8. The method of claim 7 , wherein the location of the user device includes an indication of a longitude and a latitude of the user device.
