a holding chamber having an input end, an output end comprising a user interface having an outlet and an interior volume of space defined between said input and output ends, said output end having a first opening communicating between said user interface and said interior volume, wherein a medication dispensing pathway is defined between said outlet of said user interface and said interior volume of said holding chamber, and separate second and third openings communicating between said user interface and an ambient environment;

a first flow control member moveable between a first position, wherein said first flow control member is configured to prevent fluid flow through said first opening, and a second position, wherein said first flow control member is configured to allow fluid flow through said first opening and along said medication dispensing pathway;

a second flow control member moveable between a first position, wherein said second flow control member is configured to prevent fluid flow through said second opening, and a second position, wherein said second flow control member is configured to allow fluid flow through said second opening, wherein said second flow control member comprises a flap pivotable away from an at rest Position in a direction toward said outlet of said user interface and away from said input end of said holding chamber in response to a pressure being applied thereto, wherein said flap abuts a fixed stop when in said at rest position;

a third flow control member moveable between a first position, wherein said third flow control member is configured to prevent fluid flow through said third opening, and a second position, wherein said third flow control member is configured to allow fluid flow through said third opening; and

wherein said first, second and third flow control members are independently moveable relative to each other.

2. The delivery system of claim 1 wherein said first flow control member comprises a petal valve, and wherein said first opening is defined by a plurality of openings formed between a central hub portion and a plurality of radially extending appendages, said appendages and said central hub portion defining a valve seat for said petal valve.

3. The delivery system of claim 1 wherein said second and third openings define exhalation ports and said second and third flow control members are configured to allow fluid flow through said exhalation ports during exhalation.

4. The delivery system of claim 1 wherein said second flow control member comprises a hinged flap.

5. The delivery system of claim 1 wherein said second and third openings and said second and third flow control members are coupled to said user interface.

6. The delivery system of claim 5 wherein said user interface comprises a mask.

7. The delivery system of claim 5 wherein said user interface is releasably connected to an end portion of said holding chamber.

8. The delivery system of claim 1 wherein said first flow control member comprises a duckbill valve.

9. The delivery system of claim 1 wherein said input end comprises a backpiece configured to hold a pressurized metered dose inhaler.

10. The delivery system of claim 1 wherein said fixed stop is formed on said output end of said holding chamber.

11. The delivery system of claim 1 wherein said fixed stop is formed on said output end of said holding chamber.

12. A delivery system comprising:

a holding chamber having an input end, an output end comprising a user interface having an outlet and an interior volume of space defined between said input and output ends, said output end having a first opening communicating between said user interface and said interior volume, wherein a medication dispensing pathway is defined between said outlet of said user interface and said interior volume of said holding chamber, and separate second and third openings communicating between said user interface and an ambient environment;

a pressurized metered dose inhaler containing a medicament communicating with said input end,

a first flow control member moveable between a first position, wherein said first flow control member is configured to prevent fluid flow through said first opening, and a second position, wherein said first flow control member is configured to allow fluid flow through said first opening and along said medication dispensing pathway;

a second flow control member moveable between a first position, wherein said second flow control member is configured to prevent fluid flow through said second opening, and a second position, wherein said second flow control member is configured to allow fluid flow through said second opening, wherein said second flow control member comprises a flap pivotable from an at rest position in a direction toward said outlet of said user interface and away from said input end of said holding chamber in response to a pressure being applied thereto, wherein said flap abuts a fixed stop when in said at rest position;

a third flow control member moveable between a first position, wherein said third flow control member is configured to prevent fluid flow through said third opening, and a second position, wherein said third flow control member is configured to allow fluid flow through said third opening; and

wherein said first, second and third flow control members are independently moveable relative to each other.

13. The delivery system of claim 12 wherein said first flow control member comprises a petal valve, and wherein said first opening is defined by a plurality of openings formed between a central hub portion and a plurality of radially extending appendages, said appendages and said central hub portion defining a valve seat for said petal valve.

14. The delivery system of claim 12 wherein said second and third openings define exhalation ports and said second and third flow control members are configured to allow fluid flow through said exhalation ports during exhalation.

15. The delivery system of claim 12 wherein said second flow control member comprises a hinged flap.

16. The delivery system of claim 12 wherein said second and third openings and said second and third flow control members are coupled to said user interface.

17. The delivery system of claim 16 wherein said user interface comprises a mask.

18. The delivery system of claim 16 wherein said user interface is releasably connected to an end portion of said holding chamber.

19. The delivery system of claim 12 wherein said first flow control member comprises a duckbill valve.

20. The delivery system of claim 12 wherein said input end comprises a backpiece, wherein said pressurized metered dose inhaler comprises a mouthpiece received through an opening formed in said backpiece.

21. A delivery system comprising:

a holding chamber having an input end, an output end comprising a user interface and an interior volume of space defined between said input and output ends, said user interface comprising an outlet, and wherein said holding chamber defines a longitudinal axis extending between said input and output ends, wherein a medication dispensing pathway is defined between said outlet of said user interface and said interior volume of said holding chamber;
