Abstract

Various prison services are rendered more efficient by providing inmates access to portable electronic devices in a controlled and regulated manner. A dispenser is employed to control and monitor the checking out and return of portable electronic devices and to communicate with such devices during use by inmates to monitor inmate use and ensure the portable electronic devices are only used by inmates as authorized.

Claims (40)

1. An apparatus for controlling prisoner access to, and use of, portable electronic devices, comprising:

a dispensing unit including a plurality of storage compartments each configured to receive a portable electronic device, wherein each of the plurality of storage compartments includes an access door configured to move between a closed position preventing access to the storage compartment and an open position permitting access to the storage compartment and one or more sensors configured to detect identifying information related to the portable electronic device;

a memory device configured to store (i) prisoner information and (ii) portable electronic device information; and

one or more processors coupled to the dispensing unit and the memory device, wherein the one or more processors are configured to:

control operations of the access door based on the prisoner information stored on the memory device; and

receive information related to the portable electronic device from the one or more sensors.

2. The apparatus of claim 1 , wherein the prisoner information includes information related to time periods during which specific prisoners are permitted to access the portable electronic device.

3. The apparatus of claim 1 , wherein the one or more processors are further configured to receive prisoner usage data from the portable electronic device and store the prisoner usage data in the memory device.

4. The apparatus of claim 1 , wherein the one or more processors are further configured to determine the accessibility of content stored on the portable electronic device based on the prisoner information.

5. The apparatus of claim 1 , wherein the prisoner information includes balance information related to a prisoner.

6. The apparatus of claim 1 , wherein, in response to receiving information from the one or more sensors indicating that an object has been received by a storage compartment of the plurality of storage compartments, the one or more processors are further configured to:

receive weight sensor data and identification sensor data from the one or more sensors;

compare the weight sensor data and identification sensor data with the portable electronic device information, wherein the portable electronic device information indicates a unique portable electronic device corresponding to the storage compartment; and

determine that the storage compartment has received the unique portable electronic device based on the comparison.

7. The apparatus of claim 3 , wherein the prisoner usage data includes image data related to displays of the portable electronic devices.

8. A method for controlling prisoner access to, and use of, portable electronic devices, the method comprising:

securely housing a portable electronic device in a storage compartment;

receiving a request to access the portable electronic device from a prisoner, wherein the request includes prisoner identification information;

comparing the prisoner identification information with access information stored in a memory device;

determining that the prisoner is authorized to access the portable electronic device based on the comparing; and

providing the prisoner access to the portable electronic device in the storage compartment in response to determining that the prisoner is authorized to access the portable electronic device.

9. The method of claim 8 , wherein the access information stored in the memory device includes a list of prisoner rights.

10. The method of claim 8 , wherein the request further includes a timestamp, the method further comprising comparing the timestamp with the access information stored in the memory device.

11. The method of claim 8 , wherein to determine that the prisoner is authorized to access the portable electronic device, the comparing further includes determining that an account corresponding to the prisoner has a monetary balance above a threshold.

12. The method of claim 8 , wherein providing access to the portable electronic device includes unlocking an electronic lock on an access door of the storage compartment.

13. The method of claim 8 , further comprising comparing the prisoner identification information with the access information stored in the memory device to determine that the prisoner is authorized to access a software program stored on the portable electronic device.

14. The method of claim 8 , further comprising unlocking digital content stored on the portable electronic device in response to determining that the prisoner is authorized to access the digital content.

15. A method for controlling prisoner access to, and use of, portable electronic devices, the method comprising:

receiving an object in a storage compartment;

receiving weight sensor data from a weight sensor located in the storage compartment, wherein the weight sensor data includes a weight measurement of the object;

receiving identification sensor data from an identification sensor located in the storage compartment, wherein the identification sensor data includes unique identification information of the object;

comparing the weight sensor data and the identification sensor data with portable electronic device information stored in a memory device, wherein the portable electronic device information includes information related to a unique portable electronic device associated with a prisoner and corresponding to the storage compartment; and

determining that the object is the unique portable electronic device and that the prisoner has returned the unique portable electronic device in response to the comparing.

16. The method of claim 15 , further comprising providing electrical charge to the object in response to determining that the object is the unique portable electronic device.

17. The method of claim 15 , wherein the identification sensor data includes radio frequency identification data.

18. The method of claim 15 , further comprising:

receiving light sensor data,

wherein the receiving of the weight sensor data and the receiving of the identification sensor data occur in response to the receiving of the light sensor data.

19. The method of claim 18 , wherein the light sensor data is received from a camera.

20. The method of claim 15 , further comprising generating an error message in response to determining that the weight sensor data exceeds a threshold specified by the portable electronic device information.
