7. The system of claim 6 , wherein the frequency value can range from a unique occurrence to recurring occurrence of a maximum time period.

8. The system of claim 4 , wherein:

the campaign management entity is an advertisement group entity;

the condition of the rule is a click through rate threshold for the advertisement group defined by the advertisement group entity meeting a threshold; and

the operation is adjusting a bid defined by a bid entity associated with the advertisement group entity.

9. The system of claim 1 , wherein each variable available through the variable declaration menu corresponds to the selected campaign management entity so that the available variables are dependent on the selected campaign management entity.

10. The system of claim 1 , wherein each variable available through the variable declaration menu is independent of the selected campaign management entity so that the available variables are the same for all selected campaign management entities.

11. A method performed by a data processing apparatus, the method comprising:

rendering, in a display device of a data processing apparatus, a template user interface for defining a rule template that can be used to generate a rule that defines an operation and a corresponding event, the event being the occurrence of a condition defined for an advertising campaign identified by an advertising campaign entity, and the operation being executed in response to the detection of the corresponding event and specifying an entity change for a campaign management entity associated with the advertising campaign entity, the template user interface including:

an entity selection menu from which a campaign management entity can be selected from a plurality of campaign management entities of advertising campaign data;

a variable declaration menu from which a variable type from a plurality of variable types can be selected;

a script editing environment in which a script can be edited by a user, the script defining the operation;

in response to receiving a selection of a variable type from the plurality of variable types, generating a variable declaration for a variable of the selected variable type in the script editing environment; and

in response to receiving a selection of a campaign management entity, associating the operation with the selected campaign management entity so that the entity change affects corresponding campaign management entities to which the variable of the selected variable type corresponds and which are associated with the selected campaign management entity.

12. The method of claim 11 , further comprising:
