Abstract

The present invention relates to a method for transmitting signals by a user equipment (UE) in a radio resource control (RRC) inactive state or a RRC idle state at a wireless communication system. In particular, the method includes the steps of: measuring neighboring cells; identifying one of the neighboring cells fulfilled with conditions for a cell reselection procedure based on a result of measuring; determining whether to perform the cell reselection procedure with the one of the neighboring cells by considering a timer; and transmitting an uplink data or receiving a downlink data, without performing the cell reselection procedure during the timer is running, when it is determined not to perform the cell reselection procedure.

Claims (26)

1. A method for transmitting signals by a user equipment (UE) in a radio resource control (RRC) inactive state or a RRC idle state in a wireless communication system, the method comprising:

measuring neighboring cells;

identifying one of the neighboring cells for which conditions for a cell reselection procedure are fulfilled, based on a result of measuring;

determining whether to perform the cell reselection procedure with the one of the neighboring cells by considering a timer; and

transmitting an uplink data or receiving a downlink data, without performing the cell reselection procedure while the timer is running, based on a determination not to perform the cell reselection procedure,

wherein the timer is started based on generation of an uplink data or based on reception of a paging message for receiving a downlink data.

2. The method of claim 1 , wherein the timer is stopped based on reception of an acknowledgement (ACK) message corresponding to the uplink data or successful reception of the downlink data.

3. The method of claim 1 , further comprising:

transmitting a message informing a location of the UE to a first cell, while the timer is running;

based on expiration of the timer, performing the cell reselection procedure with a second cell; and

transmitting the message informing the location of the UE to the second cell with re-starting the timer.

4. The method of claim 3 , wherein, based on successful reception of a downlink data from the second cell, the re-started timer is stopped.

5. A user equipment (UE) configured to operate in a wireless communication system, the UE comprising:

a memory; and

at least one processor coupled to the memory and configured to:

measure neighboring cells while the UE is in a radio resource control (RRC) inactive state or a RRC idle state in a wireless communication system;

identify one of the neighboring cells for which conditions for a cell reselection procedure are fulfilled, based on a result of measuring;

determine whether to perform the cell reselection procedure with the one of the neighboring cells by considering a timer; and

transmit an uplink data or receiving a downlink data, without performing the cell reselection procedure while the timer is running, based on a determination not to perform the cell reselection procedure,

wherein the timer is started based on generation of an uplink data or based on reception of a paging message for receiving a downlink data.

6. The UE of claim 5 , wherein the timer is stopped based on reception of an acknowledgement (ACK) message corresponding to the uplink data or successful reception of the downlink data.

7. The UE of claim 5 , wherein the at least one processor is further configured to:

transmit a message informing a location of the UE to a first cell, while the timer is running;

based on expiration of the timer, perform the cell reselection procedure with a second cell; and

transmit the message informing the location of the UE to the second cell with re-starting the timer.

8. The UE of claim 7 , wherein, based on successful reception of a downlink data from the second cell, the re-started timer is stopped.
