6. An apparatus for transmitting a broadcast signal, the apparatus comprising;

an encoder for encoding mobile data for Forward Error Correction (FEC);

a signaling encoder for encoding signaling data that includes binding information between services and ensembles carrying the services;

a group formatter for forming data groups that include the encoded mobile data and the encoded signaling data, wherein each of the data groups includes data blocks and scalable data blocks, wherein specific data blocks of the data blocks include the encoded signaling data having an ensemble identifier for identifying an ensemble that is a collection of services transmitted through the data groups and further include information for indicating a number of the ensembles; and

a transmitter for transmitting a signal frame that includes the data groups, wherein a service signaling channel of the identified ensemble carries a service map table (SMT), the SMT including attributes for the services carried in the identified ensemble, the ensemble identifier, a service identifier for identifying each of the services carried in the identified ensemble and service number information for indicating a number of services carried in the identified ensemble.

7. The apparatus of claim 6 , wherein the SMT further includes IP address information of the services.

8. The apparatus of claim 6 , wherein the SMT further includes service status information identifying a status of each service as either active or hidden.

9. The apparatus of claim 6 , wherein the signaling data further includes a header and a payload.

10. The apparatus of claim 6 , wherein the service signaling channel of the identified ensemble further carries a service labeling table (SLT) that includes name information of each service and type information of each service.
