Abstract

Provided is an image processing apparatus which includes a setting unit assigning a control block, which is a control unit of a filter process that is locally performed with respect to an image, to an initial position of the image determined based on a predetermined reference point; a movement unit moving the control block, which has been assigned to the initial position of the image by the setting unit, up to a position in which the result of the filter process is improved; and a filter processing unit performing the filter process for the respective control blocks which has been moved by the movement unit.

6. The image encoding device according to claim 1 , wherein the circuitry is further configured to store the encoded image and to transmit the encoded image.

7. An image encoding method comprising:

generating slice control data indicating whether or not a filtering process is to be performed on each slice of an image, and, only if the slice control data indicates that the filtering process is to be performed on a slice of the image, generate block control data for each block included in the slice of the image, the block control data indicating whether or not the filtering process is to be performed on each block included in the slice; and

encoding the generated slice control data and the generated block control data for the image.

8. The image encoding method according to claim 7 , further comprising encoding the generated slice control data and the generated block control data together with the image.

9. The image encoding method according to claim 8 , wherein the generated slice control data and the generated block control data is encoded in each corresponding slice header of the image.

10. The image encoding method according to claim 7 , further comprising performing filtering the image as the filtering process, according to the generated slice control data and the generated block control data, wherein performing the filtering according to the generated block control data includes performing the filtering on a block included in a slice when the slice control data of the slice indicates that the filtering process is to be performed on the slice and the block control data of the block indicates that the filtering process is to be performed on the block.
